There is an operational malevolence toward what Canada had evolved into during the 20th century.
They hate that we were a secular nation, that women were being treated as though they had the right to determine their own biology, that gay people were increasingly considered equal citizens, that science was funded and respected irrespective of findings, that respect for personal freedoms was taking precedence over religious dogma, that citizens dared once to imagine that they paid taxes in exchange for services rendered and not for the government to allocate to war, secrecy and the security state. And so on and so on.
They're actively engaged in the process of reversing much of that and have already achieved quite a lot. Canada is not now the nation it was pre 2005 and the pace of the alteration is quickening.
I consider that to be evidence more of malevolence than of stupidity.
Stupidity is ever present and will always be with us.
"… Harper will issue an edict …" Issuing edicts comes naturally to Stevie. No messy nuisances like public debate when your preferred method of governing is government by fiat. Stevie may owe his vision to his personal tutor Flanagan and his various pastors through the years, but he learned his governing style from former Prince Ralph. Why bother with debate, discussion or communication when I can simply proclaim what is and is not appropriate for the plebs?

That Fred's just following orders is a claim I can't verify. But that Fred is stupid is easily supported by what he's written here.

Frankly, Harper was much more principled when he headed the National Citizen's coalition. Today he's just a Liberal in Conservative clothing.

I had it chalked up to stupidity.
Then I started to realize there were other forces in play.
I guess there is that segment of society, who are clearly angry, and resentful of everything.
Naturally they find a home in the CPC.
They practice politics of fear and division.
Saner, cooler heads have to prevail in the end.
