The latest on the Toronto 17 "terror" conspiracy:

Doesn't sound like much of a plot. And remember the original context. In June of 2006, the Harper government had only recently assumed power, and was due for a display of ritual grovelling to cement its reputation as being loyal coat-holders in George Bush's "War on Terror". Asking the RCMP for a parade of dark-skinned flesh in orange jumpsuits probably seemed like a terrific idea at the time.
Furthermore, the case against Mr. Jamal always looked particularly fishy. He was never, for example, charged with recruiting the alleged young Jihadis, even when the RCMP was calling him their master-mind.

They ordered the three tons. The police intercepted the shipment prior to delivery, substituted most of it with innocuous substances, and effected a controlled delivery. Get the term "controlled delivery"? Google it if you want. Happens all of the time when the police intercept a large shipment of drugs...same thing happens. And its not entrapment, the courts have accepted the concept for decades.
And if you cannnot comprehend the concept of CD (deliver enough for legal reasons, but substitute the major portion in the event that surveillance breaks down and the shipment escapes seizure) ti-Guy, you're clearly not as bright and well-read as I thought you were.
