The context of the times was Canada had already arrested the Toronto 18 and the Tamil Tigers had by then been designated a terrorist organization.
Even now, it appears a new group of Tamil Tigers are attempting to enter Canada to regroup but are not receiving the warm welcome they are used to.
Canadians were tired of nothing being asked or expected of immigrants and the condescending attitude the Liberals and NDP exhibited on the issue to fellow Canadians.
But, like the Liberals and NDPs shock at Canadians' renewed affection for our military, the left has been the last to recognize this changed reality.
Maybe he can replace Mark Steyn at Maclean's? He's not nearly as insufferable. Although he has the tendencies, as when he writes in his last column:

Yet there was little or nothing specific to object to in Hérouxville’s definition of Canadian values; its insistence on gender equality, and the right of women and girls to an independent social and economic identity, was the opposite of “backward.”
It takes a lot of chutzpah to leave out the context and the times in which the Hérouxville Manifesto arose, not to mention that fact that the elements he deems not backwards are not exactly values celebrated by the Conservative Party of Canada.
