Perhaps more normal than he even thought possible? Clearly, somebody issued Larry Miller the same 5 x 7 card with talking points on it that everyone else got.
I have attempted to have a conversation with Mr Miller about other issues in the past and whilst insisting that he does think for himself his responses were identical to those coming from the PMO. I think that perhaps one does not become the chair of a committee in the Harper regime without closely toeing the line!

While he may not be thinking for himself, the expression is so substandard that I suspect that the words are his own.
