The government seems to think continuing to put employers first will protect migrant workers in the program.
[...]
The government takes this thinking to a new extreme in their plans to reintroduce Bill C_45, which is similar in vein to the controversial Bill-C50 passed in June. Adoption of the bill will give the “legal authority to deny entry to Canada to foreign workers who could be exposed to exploitation or abuse”. Thus, the government acknowledges the dangers to workers. Yet, the government is not seeking the authority to monitor employers, but rather, the government wants to deport workers, if the employers are untrustworthy.
It was always only about partisan politics.

I would almost say it strengthens the power of employers over workers, if the legislation applies to workers already here..."if you complain, you will be deported!"...ugh
