Definitely an old photo. I just saw a short news clip of Harper and family boarding the jet bound for G20 summit and the blowing wind revealed a gut that was huge! Pudge has been chowing down on something for his lunches and that something certainly isn't low cal.
The shot also leaves him in his desk chair out in the middle of the room instead of behind the desk, *but* planted in front of a Canadian flag. Never underestimate the power of photoshop. I'd vote he, his chair and his phone in hand were snipped out of something else and slipped in front of the background.
